The Albanian Institute for International Studies (AIIS) is an Albanian
think-tank employing an enthusiastic group of people that are well-qualified and
experienced in various fields of international relations and security issues.
It is focused on contemporary issues, particularly in the Balkans, on
development and prognoses of political, security and ethnic questions,
identification of conflicts, conflict prevention, and conflict resolution.
Also, it aims to address issues stemming from Albania' Euro-Atlantic integration
process, particularly from the point of view of the domestic reforms necessary
to achieve EU standards.
AIIS is looking for candidates for the position of researcher. AIIS will offer
a renewable one-year contract that includes a competitive wage and benefits to
the successful candidate. S/he will write policy and academic papers. The
person that will be selected will deal with research on security, transition to
democracy, European Union and NATO integration and economic development issues.
S/he will write project proposals, conduct fieldwork and write final reports on
projects dealing with the above-mentioned issues. Furthermore, s/he will be
expected to contribute to and edit an AIIS-sponsored quarterly journal.
Qualifications
The successful candidate must meet the following requirements:
q A diploma from a Western university, preferably in one of the following fields
of study: political science, international relations or economics. However,
AIIS encourages candidates that have completed their studies in other social
sciences to apply as well.
- A Master's degree is preferred, but it is not a must. However, the quality of
work that is expected from the candidate will be quite high, and a Master's
degree would be quite helpful in this regard.
- Excellent knowledge of English and Albanian. The successful candidate must
have excellent research and writing skills in both languages. A good knowledge
of another language is preferred but not necessary for this position.

Alex Nash Fellowship in
Albanian Studies

three years from 1 September 2002, will be in one or a combination of the
following disciplines: economics, political science, geography, sociology,

to develop Albanian Studies in the School through research, MA teaching and

Project Manager - Capacity Building
Organisation: CORD (Christian Outreach - Relief and Development)
Location: Elbasan, Albania
Required to liaise and support church partners in Elbasan and the
surrounding areas to achieve their vision. Responsibilities
will include training church leaders; strategic planning;
providing access to training materials and building contacts
with local government, partner organisations and international
NGOs. Previous experience in leadership and facilitation of
training activities together with proven experience of managing
people are essential. Excellent communication skills and
English together with Albanian or the ability to learn Albanian
are also essential. Experience of community development
programmes and organisational development would be an
advantage. The successful candidate must be fit as frequent
visits to local villages can be physically demanding. The
position will be based in Elbasan and is available from October
2002.

POLITICAL PARTY DEVELOPMENT RESIDENT REPRESENTATIVE Job Category: Project management

Description: NDI seeks to hire one resident representative to implement a
political party development program. The incumbent would focus on party
development at the local level, including strengthening the capacity of party
branches and increasing the political participation of youth. The position is
based in the capital, Tirana. The anticipated date of deployment is April/May
2002 and a one-year commitment is requested.
Background
Since 1992, NDI has cooperated with an Albanian non-governmental organization as
the group monitored elections during Albania's transition to democracy. In
recent years, the Institute has expanded the scope of its work to include
political party development and citizen political participation. Since 1999, the
political party program has worked to identify and train youth political
activists. In 2002, NDI will begin working to increase the capacity of party
branches and to assist the branches as they utilize the skills and knowledge of
these identified activists.
NDI's Albania program is funded by the U.S. Agency for International Development
and the Tirana office is shared by three resident representatives and Albanian
staff.
Primary Responsibilities
Programmatic:
Build and maintain collaborative working relationships with participating
political parties
Conduct skills-based seminars and workshops, and provide training and technical
assistance to political parties
Collaborate with NDI Albania's citizen participation program
Develop and maintain relationships with the U.S. Department of State, U.S.
Agency for International Development, the Organization for Security and
Cooperation in Europe and other international and domestic organizations active
in Albania
Administrative:
Make program and logistical arrangements for short-term NDI trainers.
Oversee and provide guidance to Albanian staff.
Draft written reports to NDI Washington, which monitor and measure program
results and political developments in Albania.
Manage and reconcile program expenses.
Education: Bachelor (BA, BS, etc.)
Languages: English
Additional Qualifications: A minimum of seven (7) years of political experience
either as a political party official or working with national and local levels
of political organization, party building and reform, communication and
outreach.
Training experience in political organizing.
Strong written and oral communications skills. Computer literacy is required.
Experience with conference/seminar organizing and facilitation.
High degree of organization and initiative.
Experience in financial management and reporting.
Excellent staff and office management and interpersonal skills.
Experience with USAID, OSCE and other international organizations helpful.
Knowledge of program evaluation techniques helpful.
