CfA: Community of Bosnia, Summer Internship (BiH citizens)

The Community of Bosnia (COB) invites citizens of Bosnia & Herzegovinia (in and outside of BiH), to take part in Re-Connect 2004 - a summer internship program in BiH.  BiH citizens who are current students or graduates from universities in BiH and abroad are eligible to apply.  Interns are placed with local and foreign organizations in BiH for a full-time 2 month internship beginning in June 2004.  In addition to work responsibilities, all interns engage in volunteer service.  Interns participate in other activities organized by COB, including workshops and opportunities for dialogue with Re-Connect participants, local peers, and  political and business leaders in BiH.  Interns receive a monthly stipend of approximately $400.  For more information visit www.cobonline.org    Request an application via an email to cobamerica@aol.com  Application deadline is February 1, 2004.

Illustrative roles for local staff (all subject to change or deletion):

Academic Dean.  Seven years of academic experience as a full time academic hold a terminal degree in a business discipline; have a demonstrated record of excellence in teaching, and scholarship as well as progressive responsibility as an academic administrator. Academic Dean is the direct partner of the Expatriate Dean and the Chief of Party. Must have a strong commitment to educational reforms and faculty development in higher education. Must possess a broad understanding of business disciplines and related issues in business education. Those candidates with a minimum experience of two years as a Dean with financial and managerial oversight responsibilities will be preferred.  Teaching experience in a US or an EU university preferred.  Strong interpersonal skills, and oral and written communications skills in both Bosnian and English required.

Associate Dean (senior-level).  Five years of experience in academic administration, with terminal degree qualification in a business discipline preferable. Three years as head of office is preferred. Mostly responsible for faculty development and administration development programs. Strong background in teaching and scholarly activities required. US and/or EU experience preferred. Strong written and oral communications skills in English and Bosnian are required.

MBA Program Director (senior-level).  Five years of experience in program management and execution of determined policies in student recruitment, testing, evaluation and retention.  Graduate degree in a business discipline required. Excellent understanding knowledge of Bosnian academic system of higher education, and its problems and strategies for reform agenda.  International experience. Strong communications skills, in Bosnian and in English.

Management Development Director (senior-level).   Five years of experience in academic programs experience, graduate degree required.  Strong interpersonal and communications skills.  Will have supervisory role over the services of professional development and marketing functions. 

Administrative Assistant to the Dean (mid-level).  Five years of academic experience and graduate degree required. Administrator works closely with the Dean as the executive assistant. Strong written and communications skills, understanding of the higher educational system in Bosnia.

Other potential staff includes:

·Student Services Director (mid-level).  Works with the MBA Program Director. Responsible for student programs on or off campus.
·Admissions Director.  Works with the MBA Program director.  Responsible for student selection, records, registrar functions.
·Director of Professional Development (mid-level).  Works with the Director of Management development.
·Director of Marketing (mid-level).  Works with the Director of Management Development. Responsible for promoting and publicity of the MBA programs in the country and in the region.  Oversees Web site, member of a committee on admissions programs.
·Program Development Specialist (mid-level). Works with the Director of Management Development on new programs development.
·Fiscal Affairs Manager (mid-level). Works with the Dean, responsible for providing assistance on budget and financial management.
·Facilities Manager (mid-level).  Works with the Dean, responsible for the physical plant upkeep and maintenance.
·Librarian (mid-level). Five years experience as librarian, graduate degree in library sciences. Good understanding of IT and data base applications.
·IT Specialist (mid-level).  Works with the Dean and  has responsibility to manage the IT System for the project and all of its connections within the University.
·Educational Evaluation Specialist (mid-level).  Works with the Dean, responsible for monitoring and evaluating the impact of the ongoing graduate curriculum, provides recommendations. 
·Administrative support staff.  Secretarial, filing, archiving, admissions,  IT assistant, research responsibilities.


Judicial Ethics and Discipline Advisor - Bosnia and Herzegovina

DPK Consulting seeks a judicial ethics and discipline advisor for a long-term assignment (3 -5 years), senior level position on a Justice Sector Development Project in Bosnia and Herzegovina (BiH). Advisor will work with the newly created High Judicial and Prosecutorial Council to develop procedures for investigating allegations of judicial misconduct, train investigative staff, and backstop investigative processes and disciplinary procedures. Advisor will assist enforcement of disciplinary systems for judicial professional that meet international standards for impartiality and judicial independence. Advisor will also participate in judicial training programs on ethics; design and implement public education and outreach processes related to judicial ethics; and ensure a system for complaints relating to judicial conduct is in place. Applicants must hold a JD or other doctoral level law degree and be admitted to a bar association in his/her country of origin/residence. He/she must have 10 years of progressively more responsible legal work experience. Applicants must have 5 years working in judicial and legal reform projects in foreign countries and experience working with judicial profession disciplinary systems. Previous regional experience and Slavic language abilities desired. Applicant must have excellent written and spoken English.

Legislative Expert - Bosnia and Herzegovina

DPK Consulting seeks a senior-level legislative expert for a long-term assignment (3 -5 years), senior level position on a Justice Sector Development Project in Bosnia and Herzegovina (BiH). Advisor will work with the newly created state-level Ministry of Justice to develop procedures for harmonizing the legislative frameworks of the State, the Federation of BiH and the Republika Srpksa; develop and implement practices to improve the transparency of the legislative process, such as holding public hearings, engaging with stakeholders, and working with donors and NGOs to facilitate legislative advocacy. Applicants must hold a JD or other doctoral level law degree and be admitted to a bar association in his/her country of origin/residence. He/she must have 10 years of progressively more responsible legislative and legal work experience. Applicants must have 5 years working in judicial and legal reform projects in foreign countries and specific experience strengthening legislative processes and harmonizing legislation. Working knowledge of and experience with civil legal systems useful. Previous regional experience and Slavic language abilities desired. Applicant must have excellent written and spoken English.
