The Politics/International Relations Program seeks a broadly trained political scientist with teaching and research interests in public policy. A regional specialization in Europe is a plus, but is not required.  AUBG is a small, American-style liberal arts undergraduate institution dedicated to developing the next generation of leaders for Southeastern Europe. The Project  GTZ-International Services is currently bidding together with an international consortium for the Bulgarian Railway Organizational Restructuring Project being tendered under the EU Phare Programme. In the scope of Bulgarians accession to the EU the Government undertook a fundamental structural reform of the countries´ key industries aiming on introduction of market principles, commercialization and privatization of state owned enterprises. The organizational restructuring of the Bulgarian State Railways has started on 1998 and envisaged a separation of the administrative functions from the commercial market activities, which embarked its final stage with the complete separation of the railway infrastructure management from the commercial operations. The currently tendered project shall focus its activities on the following areas:
Studying and appraisal of the present state of restructuring of the Railway Transport sector.
Review and assessment of the new management system for Railway Transport Sector and proposals for changes within the framework of the Bulgarian legislation taking into account the experience of the leading European railway administrations. Special attention is required to the management functions of the state with regard to the railway infrastructure development, maintenance and renewal, as well as to the restructuring of operation enterprise as a commercial entity.
Review and appraisal of the current legislative framework implementation and level of harmonization with the relevant European legislation.
Monitoring and analysis of the development of the enterprises and their management system.
Staff training at all levels of the railway transport, subject to a preceding training need assessment.
Your Tasks
  -Objectives of the Project Manager (9 months of assignment):
to direct and monitor progress on the project and prepare periodic progress reports for the Project Steering Committee;
to manage project administration and finances;
to develop and maintain close links and excellent working relations with Project Steering Committee, Central Finance and Contract Unit (CFCU) at the Ministry of Finance and the EU Delegation on a day-to-day basis, to coordinate project activity of experts;
to support the Executive Agency "Railway Administration" and State Railway Infrastructure Company (SRIC) during the project execution in all aspects of the railway reform.
 -Objectives of two Lead Advisers:
Railway management and restructuring expert (13 months);
He/she will manage the analysis of the progress and perspectives of the Bulgarian Railway reform, the set up of the new management structures, the legislative framework and the staff training, as well as the implementation of the results.
-Legislative framework expert (10 months):
He/she will have to prepare comparative analysis of the Bulgarian railway legislative framework and the relevant European legislation. He will also be responsible for the coordination of the practical execution should proposals for improvement be accepted.
Your Qualifications
  -Project Manager: minimum of 15 years relevant experience in application of European's rules and norms (EC Directives and the Decisions of the European Parliament, the European Commission and the European Committee); direct involvement in the development of European's rules and norms are of advantage; knowledge of the administrative arrangement and structures, of the establishment of new Railway enterprises, the legislative documents development and appliance, investment policy, transportation technology, personnel training, working and final results analysis; organizational experience in the field of Administration and Finance; fluency in English.
-Two Lead Advisers: minimum of 5 years practical experience at a senior level as officials in leading European Railways or as advisors to reformation of railways with respective references; ability to work in a multi-national team; fluency in English.
Duration  12 months; tentatively commencing on November 2002

STRENGTHENING ELECTED OFFICIALS' CIVIC OUTREACH SKILLS

Summary
NDI seeks to hire one resident representative to implement a program in Bulgaria to strengthen elected officials' civic outreach skills. This individual would work closely with NDI's Local Program Coordinator to identify and develop constructive mechanisms for elected officials to reach out to non-governmental organizations (NGOs) on issues of public concern. This position is based in Sofia, Bulgaria, with regular in-country travel. Pending final approval of funds, this program would run for the remainder of 2002, with the possibility of extension into 2003. Anticipated deployment is early April 2002.

Background
NDI has worked in Bulgaria since 1990. For 12 years the Institute has worked with all major political parties in both parliamentary development and electoral politics, and with civic organizations on election monitoring and voter education. NDI seeks to combine its present work with parliament and NGOs to support the development of effective, productive relationships between political office holders and organized citizen groups. NDI anticipates working initially with a variety of elected officials in two to three municipalities to strengthen those officials' abilities to reach out to non-governmental organizations on issue-specific policy creation and implementation.

Primary Responsibilities
Programmatic

Work with locally and nationally elected officials to identify priority issues, locate NGOs with similar interests within their geographic or issue based constituency, and create NGO outreach strategies.
Organize and conduct training seminars and strategic consultations with elected officials as needed.
Identify opportunities for project and/or issue specific collaboration between NGOs and elected officials.
Work with NDI's Local Program Coordinator to assist select NGOs with development of strategic plans and budgets.

Administrative

Coordinate with other NDI programs in country and in the region as well as with relevant NDI program and regional staff, consultants, and trainers.
Develop and maintain relationships with the U.S. Department of State, USAID, UNDP, and other organizations representing the international community in Bulgaria.
Manage project finances within budget.
Submit monthly program reports, financial reconciliations, and periodic evaluation reports to NDI/ Washington.

Qualifications

Proven ability to work with politicians, elected officials and non-governmental leaders.
10 years of professional experience with some combination of work with elected governing officials, political party branches, and civic advocacy or community organizing groups. (Preference given to those with experience with local or nationally elected legislative bodies).
Familiarity with the work of civic organizations basic organizational development.
Professional or travel experience abroad, particularly in the Balkans (preferred).
Proven ability to organize and facilitate conferences, seminars, or training workshops.
Strong oral and written communication skills.
