Country Director for Kosovo, based in Pristina

The International Rescue Committee invests substantial responsibilities  in the position of Country Director. The Director with close coordination and direction from IRC headquarters is responsible for all
facets of a country program including fiscal management, staff oversight, policy implementation, and program design and implementation. The Country Director bears significant responsibility for fund raising and the management of grants related to his/her country program. The Director reports to the Regional Director in New York City.

Responsibilities: Strategic Planning, Program Implementation and Evaluation: Develop and implement programs reflecting the spirit of IRC's mission statement; Engineer program designs to insure that the needs of target communities are addressed; Engineer program strategies that increase community participation and sustainability; Assure that interim and end-project evaluation are included in project designs and budgets; Initiate a timely annual strategic planning process as soon as first-phase emergency conditions subside. Fund Raising and Grant Management: Write clear, concise covering letters to donors summarizing proposals and reports; Liaise with donors, in consultation with IRC NY; Assure that proposals are drafted in a timely and professional manner and in a format consistent with IRC guidelines; Oversee the management of grants including the timely implementation of planned activities and appropriate expenditure of funds; Assure timely grant reporting that clearly relates to the stated goals; Generate grant proposal budgets based upon an overall operating budget; Initiate the proposal review process for grants exceeding $25,000. Policy Implementation: Insure the even and consistent implementation of IRC policies and procedures; Make recommendations for policy revision; Develop and maintain local policies, especially regarding security and local staff personnel
administration. Human Resource Management: Provide counseling and support in resolution of employee relations problems. Notify Program Officers and/or Regional Recruitment Officer of problems as they occur; Initiate recruitment efforts after completing job description and securing funding; Participate in the selection of new staff. Including: interviewing, skill assessment, general information on working and living conditions, and security briefings. Make recommendations to Program Officer and/or Regional Recruitment Officer on selection process and applicants; Conduct biannual review of all international staff. Include overall performance and achievement, identifying areas for individual or group training; Security, Health & Safety: Develop and implement security policies addressing local conditions, and maintain an evacuation plan; Coordinate security planning and systems with UN, US and local authorities; Conduct regular discussions to identify and determine approaches to address staffÆs stress levels and sense of security; Develop strict local vehicle safety policies and assure that they are consistently implemented. Communications and Authorizations: Report to NY HQ in a timely and thorough way on all health problems, security developments or criminal incidents to IRC staff or property; Distribute a monthly update report on IRC activities in your country; Obtain prior NY authorization for all new grants and contracts, international staff hiring and promotions, classifications, local policies, and commitments of IRC resources beyond approved limits; Assure that proper channels of communication are maintained and
respected. Financial Management: Country Office compliance with contract and donor guidelines and requirements, including timely financial reporting to donors as required; Timeliness and completeness of Country Office financial reports to HQ. Facilitate all audits and follow up on all audit comments and recommendations; Directly supervise the Financial Manager (Country Office Controller) and assure that all financial reporting requirements are addressed by the Financial Manager; Timely, accurate and complete annual budget submissions and revisions. Build national staff capacity to manage finance. Representation: Develop and maintain a positive working relationship with donors, host government, as well as staff and board; Pursue responsible media coverage of events, issues and programs related to IRC's program and/or mandate; Actively pursue coordination and working relationships with other NGOs and International Organizations. Other duties as requested.
Requirements: Graduate degree in relevant field; At least five years of international work experience preferably in a refugee or displaced persons setting; Experience supervising international and national staff ; Previous budget and fiscal oversight responsibilities; Experience working with the UN, EU, US and other government agencies is a plus; Must have strong organizational, diplomatic, and communications skills; Must be flexible to adapt to changing requirements; Must be culturally sensitive and have the ability and interest in identifying, working, and integrating national talents in the expatriate staff structure; Must be computer literate (IBM compatible) and able to use Windows 95, MS Office, WP, and Excel; Knowledge of e-mail, radio VHF-HF communication, and of standard office equipment; This accompanied position is two years in duration.

HIV/AIDS Project Director
Pristina, Kosovo
Doctors of the World seeks experienced Project Director for a new program to promote HIV/AIDS prevention in Kosovo.  Requirements:  MPH and 3 - 5 years of experience managing health programs; demonstrated experience in behavior change communication methodologies, HIV/AIDS prevention programs, including pre- and post-test counseling, and surveillance systems; extensive experience coordinating with stakeholders, donors, and other agencies; excellent communication, coordination and organizational skills, including budget management, project reporting and proposal design.   Experience in

Trafficking Project Director
Pristina, KOSOVO
Doctors of the World seeks experienced Project Director for a new program to improve health care access for women victims of trafficking in Kosovo. Requirements: experience managing multi-faceted programs with marginalized groups; designing, implementing, and reporting on KAP surveys, designing curricula and conducting training of trainers courses. Program management skills, including grant, personnel and finance management, and excellent communication, coordination and organizational skills a must.  Experience with Gender Based Violence issues and working with trafficked women helpful. Understanding or experience in the Balkans, knowledge of regional languages, experience managing USAID grants and clinical credentials a plus. 15-month assignment located in Kosovo to begin May/June 2002, contingent on funding. WOMEN'S PROGRAM MANAGER

United Methodist Committee on Relief (UMCOR) is recruiting a Program Manager for a comprehensive counter-trafficking program to further prevention/protection efforts against human trafficking.
Position based in Kosovo, but involves frequent travel to field to facilitate/coordinate capacity building of local partner organizations and create counter-trafficking network. Manager directs and supervises all work under this program, as well as over-all management of women's crisis shelter. Responsibilities: Manage and monitor all program activities including technical assistance, capacity building, outreach services and crisis shelter; coordinate programmatic and financial implementation and evaluation in accordance with program and donor guidelines; serve as contact point for all regional anti-trafficking activities; recruit, train and supervise program staff; maintain and enhance safety measures for staff, beneficiaries and property; liaise with partners and donors; compile monthly donor reports; and participate in program development and fundraising. Requirements: degree social work, psychology, women's studies, public health or related field; 5 years international management experience in women's-based development issues, with emphasis on sexual and gender-based violence, psychosocial programming and understanding and ability to conduct training, preferably with international NGOs; ability to multi-
task; strong background and interest in women's issues and forced migration; excellent coordination, communication and organizational skills; familiarity with US, UN, European and ecumenical donors; and understanding of Balkans socio-economic and political context. Position funded 8-months with possibility of renewal and available immediately.
