GENERAL OBJECTIVES:
1. To raise awareness on European integration, the Enlargement process and the
impact of accession,
2. To contribute directly to closer European integration,
3. To increase the visibility of the European Union, within the ten countries
eligible for funding under the Phare programme (Bulgaria, Czech Republic,
Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovak Republic and
Slovenia).
PRIORITY ISSUES FOR 2003:
1. The implementation and enforcement of the internal market acquis;
2. The reinforcement of the judicial system, including the role of the judiciary
in the implementation and enforcement of the acquis;
3. The implementation and enforcement of the veterinary, phytosanitary and food
safety acquis.
ELIGIBLE ACTIVITIES:
Events such as conferences, seminars, congresses, symposiums, fairs, or
workshops, related to the enlargement of the European Union and more
particularly to the Accession criteria defined by the European Council in 1993
in Copenhagen, the 31 chapters of the Accession negotiations and the Treaty of
Accession 2003 signed in Athens on 16 April 2003.
All activities listed above must:
- be multi-country, i.e. gather participants or target groups from a minimum of
five Phare countries and minimum one EU country.
- bring together: (1) public officials or representatives from private or para-governmental
organisations directly involved in the implementation of the acquis
communautaire (European Community legislation) or, (2) the economic agents
directly affected by the acquis communautaire or, (3) representatives of the
same type of interest groups in the Member States and the Phare countries.
WHO MAY APPLY:
Non-profit-making organisations:
- officially registered non-governmental, non-profit organisations, including
foundations, associations and charity organisations,
- regional and local authorities and their associations,
- professional organisations including trade union and chambers of commerce,
- institutions of higher education including universities,
- research and development entities and their organisational units, from the
European Union or the 10 countries eligible for projects funded by the Phare
programme, i.e.: Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania,
Poland, Romania, Slovakia, Slovenia.
FINANCING CONDITIONS:
- Maximum proportion of project costs to be covered by Community funding: 80% of
eligible costs.
- A maximum of 147 grants will be awarded.
- Projects should be within European Union territory or within one of the ten
countries eligible for projects funded by the Phare programme.
- Minimum grant for a project: EUR 20 000
- Maximum grant for a project: EUR 50 000
PROJECT DURATION:
- Maximum project duration: 12 months.
BUDGET: EUR 2.950.000

Balkan Children& Youth Foundation- New Call for
Applications for Balkan Youth
Partnership Program 2004
Application deadline: January 15, April 5, June 30 and September 30, 2004
The Balkan Youth Partnership Program provides opportunities for representatives
from child and youth serving NGOs in different Balkan countries to visit
organizations and institutions in order to improve the activity of their
organization increase their efficiency and create better conditions for youth
and children.
The NGOs serving youth and children that work in the area of employment,
technology, non-formal education, health, civic education and democracy building
as well as community service, culture, and the environment are invited to apply.
In addition, technical areas such as fundraising, sustainability, legislation,
networking and external relations are eligible areas for exchange.
The Partnership Program is open to applicants from child and youth serving NGOs
in Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo, Macedonia,
Montenegro, Romania, and Serbia.
Applicants should possess a certain level of experience in program development
and be in a position to influence programming in their own organization based on
what they learn during the exchange. The applicant organization should send no
more than two participants.
