General objectives:
1. To raise awareness on European integration and the Enlargement process in the
candidate countries of Central and Eastern Europe;
2. To support and publicise the efforts of these candidate countries to join the
European Union;
3. To increase the visibility of the European Union in these candidate
countries.
Specific objectives for 2003:
1. The implementation and enforcement of the internal market acquis;
2. The reinforcement of the judicial system, including the role of the judiciary
in the implementation and enforcement of the acquis.
Eligible activities:
Events such as conferences, seminars, congresses, symposiums, fairs, or
workshops, related to the enlargement of the European Union and more
particularly to the Accession criteria defined by the European Council in 1993
in Copenhagen.
Who may apply:
Non-profit-making organisations:
- officially registered non-governmental, non-profit organisations, including
foundations, associations and charity organisations,
- regional and local authorities and their associations,
- professional organisations including trade unions and chambers of commerce,
- institutions of higher education including universities,
- research and development entities and their organisational units, from the
European Union or the 10 countries listed below.
Financing conditions:
- Maximum proportion of project costs to be covered by Community funding: 80% of
eligible costs.
- A maximum of 140 grants will be awarded.
- Projects should be within European Union territory or within one of the ten
countries eligible for projects funded by the Phare programme, i.e.: Bulgaria,
Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia,
Slovenia.
Project duration:
-Maximum project duration: 12 months.
-All projects should take place between the period 31 july 2003 and 31 July
2004.

Applications must be submitted using the standard application form attached to
the Guidelines for Applicants, whose format and instructions must be strictly
observed. For each application, one signed original and four copies must be
supplied by the applicant.
Deadline for submission of applications:
25 April 2003 at 16.00h.
-Any application received after the deadline will be automatically rejected,
even if the postmark indicates a date preceding the deadline.
