CALL FOR PROPOSALS
Deadline for submission October 1st
Under the framework of the "Agreement between the Government of Romania and the Government of the Republic of India on Cooperation in Science and Technology", it is proposed to evolve a Programme of Cooperation (POC) for the period 2004-2006. The POC document is expected to contain the administrative and financial terms for implementing the approved joint research projects. Interested researchers from the scientific and technological research institutions and universities in Romania and India are invited to submit joint research proposals of mutual interest to the contact persons in Romania and India in the following areas:
? Information and communication technologies;
? Life-sciences and biotechnology;
? New materials;
? Environment protection;
? Metallurgy;
? Oil, gas and mining;
? Nuclear energy and safety;
? Other areas depending on the applications in the above fields.
The applications must be submitted in the attached format by the researchers when they will be peer reviewed on both sides. Subsequently, the Joint S&T Committee would consider them for implementation and the two sides, according to the terms and conditions of the Programme of Cooperation, will fund approved projects. The projects may be framed for a maximum of three years. The deadline for submission of projects is 1st of October 2003. Projects involving industrial participation will be given preference. EU funds further reform of the child protection sector
The National Authority for Child Protection and Adoption and the Delegation of the European Commission in Romania have launched the EU - PHARE Programme 2001 “Strengthening and Diversification of the Child Welfare Activities in Romania”, which will continue the reform of the sector undertaken under the previous PHARE Programme. The programme will focus on the development of alternative services leading to the closure of large institutions, particularly those housing infants (leagans) and children with special needs (camine-spital). The total budget allocated to the programme is 10 MEURO, of which 7.5 MEuro will go to the “Children First” grant scheme, 1 MEuro to the continuation of the public awareness campaign “A children’s home is not a home” and 1.5 MEuro for technical assistance to the NAPCA.

CONCEPT Foundation announces an Open Competition for the
LOOKING INSIDE SUB-COMPONENT OF THE ARTS AND CULTURE NETWORK PROGRAM
The aim of Looking Inside is to organize an East-East program of placements in well established and acknowledged cultural institutions of Central and Eastern Europe, Central Asia, the Caucasus and Mongolia for art managers and cultural administrators from the region. The program is addressed to art managers and cultural administrators with professional background in the field, who are interested in sharing experience and knowledge, learning about other cultural practices, and raising their professional skills. Procedures and Guidelines: Applicants must be employed by a Romanian state, municipal or private non-profit cultural institution; Basic communication skills in English or the host country's language are required; Applications should be filled out in English only; The duration of internships is 2-3 weeks, taking place preferably not later than May 2003; Expected grant for one internship should not exceed 3000 USD for all related expenses (travel, visa, per diems, insurance, accommodation, fee for tutor, small organizational costs concerning intern's stay). Students from undergraduate programs and those without some practical experience are not eligible for support. Artists are not eligible to apply unless they perform managerial or administrative functions at cultural organizations/institutions. The deadline for submitting applications is October 28, 2002.
