OBJECTIVE
Measures from SAPARD programme aim mainly to facilitate Community acquis
implementation, to reduce some problems the agriculture in Romania copes with,
before accessing to European Union. In particular, the support for this measure
focuses on improvement production performances in agri-food field in point of
quality and variety in the range of new processes products, to eliminate certain
malfunctioning on the specific markets.
BUDGET
The total amount available for this project submission session of which it will
be deducted the amount contracted for the projects for August, September,
October, November and December 2002 sessions is ? 552.806.925 EURO of which:
- European Union contribution: ?39.605.194
- National co-financing: ?13.201.731

- trading companies with 100% private capital
- co-operative societies
ELIGIBLE ACTIVITIES
The priorities are the improvement of processing and marketing in the following
fields: milk and dairy products; meat, meat products and eggs; vegetables, fruit
and potatoes, wine making and fish. In the Romanian frame, one should take into
account the agricultural surfaces and the productions of cereals, oleaginous
seeds and sugar beet as well as the deficiencies from the primary processing
area. In these fields the investments relating to the modernization of the
existing processing and storing resources are considered very important matters.
ELIGIBLE AREAS
The project must be located in:
- the rural space of Romania and in
- the urban space, only for the modernisation of the existing capacities.
The measure will be implemented especially in the geographical areas with a high
productive potential,
FINANCING CONDITIONS AND BUDGET LIMITS
Between 30 000 � 2 000 000 EURO
Total eligible value of the project consists of:
For the areas of milk and dairy products, meat, meat products and eggs,
vegetables, fruits and potatoes, wine making, fish:
- minimum 50% private contribution
- maximum 50% public contribution from which:
- 75 % community contribution
- 25 % national co financing
For the areas of cereals, oleaginous seeds and sugar:
- minimum 70 % private contribution
- maximum 30 %: public contribution from which:
- 75 % community contribution
- 25 % national co financing
An applicant can receive a grant only twice from the financial allocations of
the period 2000 - 2006, for two different projects. The cumulated value of the
grant can be of maximum EURO 2 million.
DURATION
In order to consume the financial allocation for the years 2000 and 2001 till
the end of 2003 (as per the annual financing agreement) the deadline for the
projects selected to be finalised is September 30th 2003.

DEADLINE
The period for submitting applications is approximately 30 calendar days, from
the starting date of the submission session to deadline for submission of
financing applications D at 16:00 hours.
Every Friday the financing applications will be received until 12:00 hours. If
the last day for submitting the financing application is Friday these will be
submitted until 16.00 hours.
The calls for project proposals will be launched monthly and the deadline for
submission will be the same day from the next month.
The deadline for January applications submission is 31 January 2003, 16:00.
